تدوین برنامه‌ریزی سازمان‌های دولتی با رویکرد نهادی (مورد مطالعه: شهرستان سروآباد)

چکیده

سازمان‌هایی که بنا بر نیازهای بنیادی جامعه و با سیستم ارزشی قوی و انطباق پذیر به وجود می آیند نهاد نامیده می شوند. سازمان‌های دولتی چون نیازها و خواسته‌های جامعه را برآورده می‌کنند از بسیاری جهات نهادی هستند؛ بنابرین تدوین برنامه‌ریزی برای سازمان‌های دولتی با رویکرد نهادی ضرورت می‌یابد. در این پژوهش سازمان‌های دولتی شهرستان سروآباد به عنوان مورد مطالعه و نوع برنامه‌ریزی از نوع راهبردی انتخاب شدند. این پژوهش از نظر هدف کاربردی و از نظر ماهیت توصیفی– تحلیلی؛ و برای گردآوری اطلاعات پژوهش از روش‌های میدانی و اسنادی استفاده شد، کلیه عوامل از طریق مصاحبه نیمه ساختار یافته با 15 نفر از خبرگان جمع آوری شد. سپس با استفاده از مدل SWOT و ابزار QSPM، به بررسی وضعیت شهرستان سروآباد پرداخته و استراتژی­‌های مدنظر اولویت‌­بندی شده‌­اند. نتایج نشان داد که تعداد 108 عامل استخراج؛ که از این تعداد 25 عامل برای قوت‌ها، 54 عامل برای ضعف‌ها، 12 عامل برای فرصت‌ها و 17 عامل برای تهدیدات بودند. همچنین از میان چهار نوع استراتژی(رقابتی، محافظه کارانه، تهاجمی و رقابتی) مناسب‌ترین، استراتژی تدافعی بود. و در میان استراتژی‌های تدافعی به ترتیب اهمیت استراتژی؛ استفاده از روش‌های علمی و تکنولوژی روز، اجماع مدیران سازمانی برای مدیریت یکپارچه سازمانی و هماهنگی بین سازمانی و آموزش دوره‌های رفتاری برای کارکنان مهمترین استراتژی‌ها بودند. این پژوهش برای مدیران سازمان‌های سطح شهرستان راه گشا خواهد بود تا عملکرد خود را برای خدمت به مردم بهبود ببخشند.

Organizations that are created based on the basic needs of society and with a strong and adaptable value system are called institutions. Government organizations are institutional in many ways because they meet the needs and demands of the society; Therefore, it is necessary to develop planning for government organizations with an institutional approach. In this research, the government organizations of Sarovabad city were selected as the subject of study and the type of strategic planning. This research in terms of practical purpose and in terms of descriptive-analytical nature; And to collect research data, field and documentary methods were used, all factors were collected through semi-structured interviews with 15 experts. Then, using the SWOT model and QSPM tool, the situation of Sarovabad city was examined and the strategies considered were prioritized. The results showed that the number of 108 extraction agents; Of these, 25 factors were for strengths, 54 factors were for weaknesses, 12 factors were for opportunities, and 17 factors were for threats. Also, among the four types of strategies (competitive, conservative, aggressive and competitive), defensive strategy was the most appropriate. and among the defensive strategies in order of importance of the strategy; The use of scientific methods and modern technology, the consensus of organizational managers for integrated organizational management and inter-organizational coordination, and the training of behavioral courses for employees were the most important strategies. This research will open the way for managers of city-level organizations to improve their performance to serve the people.
