تسلیحات هایپرسونیک و تهدیدات آن برای ثبات راهبردی در افق 2040

چکیده
زمینه و هدف: تسلیحات هایپرسونیک با ویژگیهایی چون سرعت بالا و مانورپذیری، پارادایم تهدیدات سنتی را دچار دگرگونی کردهاند لذا این مقاله با هدف شناسایی تهدیدات این تسلیحات به بررسی تأثیر این فناوری بر ثبات راهبردی در نظام بینالملل در افق ۲۰۴۰ و ترسیم آیندههای بدیل انجام شده است. مسئله محوری در این پژوهش آن است که هایپرسونیکها صرفاً یک ارتقای فناورانه در سرعت و دقت نیستند، بلکه با فشردهسازی زمان تصمیمگیری، افزایش ابهام در منشأ، مقصد و نوع کلاهک و تعمیق شکاف میان توان تسلیحات تهاجمی و سامانههای دفاعی، منطق کلاسیک بازدارندگی را دچار دگرگونی میکنند.
روشها: پژوهش با رویکرد کیفی و تحلیل محتوای هدایتشده انجام شد. از میان ۱۲۸ منبع، ۸۴ منبع معتبر انتخاب و ۶۲ کد اولیه استخراج گردید. با بهرهگیری از سناریونگاری سهبعدی و تحلیل لایهای علی، هشت سناریو برای افق ۲۰۴۰ تدوین شد.
یافتهها: سه پیشران کلیدی تهدید شامل «بیثباتی راهبردی»، «ناکارآمدی سامانههای دفاع موشکی» و«تشدید ناخواسته و ابهام راهبردی» شناسایی شد. سناریوهای احصا شده بر مبنای عدم قطعیتها طیفی از فروپاشی ثبات در محیط «آنارشی الگوریتمی تهاجمی» تا «بازدارندگی اصلاحشده همکاریمحور» را نشان میدهند که در آن آینده ثبات راهبردی بیش از آنکه تابع ویژگیهای فنی ثابت باشد، به نحوه حکمرانی فناورانه، سطح خودمختاری سامانهها و میزان همکاری بینالمللی وابسته است.
نتیجهگیریها: تهدید اصلی هایپرسونیکها نه در قدرت تخریب، بلکه در اختلال فرآیند تصمیمگیری و ادراک نهفته است. برای مدیریت ریسک تشدید ناخواسته، بازتعریف مفهوم ثبات راهبردی، حفظ «انسان در حلقه تصمیم»، توسعه رژیمهای شفافیت و دیپلماسی پیشگیرانه ضروری است.

  • تقویت شفافیت و اعتمادسازی در حوزه تسلیحات هایپرسونیک
  • بازتعریف مفهوم ثبات راهبردی در عصر هایپرسونیک
  • ایجاد محدودیت‌ها و سازوکارهای کنترلی برای حفظ «انسان در حلقه تصمیم‌گیری»
  • سرمایه‌گذاری بر قابلیت‌های دفاعی هوشمند و انعطاف‌پذیر
  • تقویت تحلیل‌های راهبردی مبتنی بر سناریو و آینده‌پژوهی
