هدف: طراحی مدل سهسطحی (راهبردی، نهادی، عملیاتی) سیاستگذاری دفاع شناختی برای مقابله با تهدیدات شناختی و تقویت تابآوری ملی ایران، هدف اصلی این مطالعه بوده است. روش: از رویکرد ترکیبی کیفی-کمی، استفاده شده است. دادهها از طریق مرور نظاممند متون علمی (2015–2025، پایگاههای اسکوپوس و مگایران)، تحلیل اسناد بالادستی ایران، گزارشهای بینالمللی، و نظرات خبرگان علوم شناختی و سیاستگذاری گردآوری شد. تحلیل مضمون 14 پیشران را شناسایی کرد. تحلیل میکمک پنج پیشران کلیدیبا اثرگذاری و عدمقطعیت بالا را استخراج نمود. سپس، سناریونویسی راهبردی برای طراحی سناریوهای آیندهمحور منطبق با مدل سهسطحی بهکار گرفته شد. یافتهها: چهار سناریوی آیندهمحور («فرماندهی هوشمند»، «واگرایی پیشرفته»، «آشفتگی شناختی»، «مدیریت تدافعی») طراحی شد. سناریوی «فرماندهی هوشمند» با اراده سیاسی قوی و فناوری پیشرفته، مطلوبترین حالت برای تابآوری شناختی است. مدل سهسطحی بر سیاستگذاری روایی، هماهنگی نهادی، و تولید محتوای بومی تأکید دارد. نتیجهگیری: دفاع شناختی مؤثر مستلزم تدوین سند ملی، تشکیل شورای عالی دفاع شناختی، فرماندهی هوشمند یکپارچه، ارتقای سواد رسانهای، و سرمایهگذاری در فناوریهای شناختی بومی است. بیتوجهی به این عوامل میتواند به سناریوهای نامطلوب مانند «آشفتگی شناختی» منجر شود.
