آینده ‌پژوهی ایدئولوژی اسلامی–انقلابی ایران و دگرگونی کارکرد آن در بازتعریف قدرت نرم در غرب آسیا

چکیده
هدف: ایدئولوژی اسلامیانقلابی جمهوری اسلامی ایران طی دهه‌های گذشته یکی از محوری‌ترین ابزارهای شکل‌دهی به قدرت نرم کشور در غرب آسیا به شمار می‌رفته است. با این حال، تحولات اخیر از جمله کاهش نفوذ محور مقاومت در سوریه، لبنان و یمن، کاهش حمایت کشورهای عربی، افزایش تهدیدات نظامی رژیم صهیونیستی و شکاف نسلی در داخل، چشم‌انداز این ایدئولوژی را با ابهام روبرو ساخته است. این پژوهش با رویکردی کیفی و آینده‌پژوهانه تلاش دارد آینده‌های محتمل این ایدئولوژی و کارکرد آن در سیاست خارجی و فرهنگی ایران را بررسی کند.
روش‌شناسی: پژوهش با استفاده از تحلیل محتوای نظام‌مند بر مبنای مجموعه‌ای از منابع علمی، گزارش‌های تحلیلی و اسناد بالادستی و سیاست های اعلامی انجام شده است. برای تحلیل روابط بین پیشران‌ها از تکنیک اثرات متقابل و برای ترسیم آینده‌ها از الگوی سناریونویسی شل بهره گرفته شده است.
یافته‌ها: شناسایی شش پیشران کلیدی شامل ایدئولوژی اسلامیانقلابی، دیپلماسی فرهنگی، محور مقاومت، افکار عمومی داخلی، وضعیت ژئوپلیتیکی و تحولات نسلی انجام شد. بر این اساس، چهار سناریو طراحی گردید: «تداوم الهام‌بخشی»، «تحول در کارکرد»، «افول تدریجی» و «انزوای کامل».
نتیجه‌گیری: تحلیل مقایسه‌ای سناریوها نشان می‌دهد که «تحول در کارکرد» مطلوب‌ترین گزینه برای حفظ کارکرد نرم ایدئولوژی است، هرچند داده‌های میدانی حاکی از احتمال بالاتر تحقق سناریوی «انزوای کامل» در آینده نزدیک‌اند.

توصیه‌های کلیدی برای سیاستگذاران دفاعی

o     بازتعریف ایدئولوژی در قالب روایتی فرهنگیتمدنی و نه مأموریت‌گرای برون‌مرزی، برای حفظ کارکرد نرم آن در محیط متحول منطقه‌ای ضروری است.

o     تقویت دیپلماسی فرهنگی چندسطحی، از جمله آموزش، هنر، زبان و گفت‌وگوی میان‌فرهنگی، می‌تواند جایگزین مؤثرتری برای الگوهای پرهزینه مقاومت‌محور باشد.

o     استفاده هدفمند از رسانه‌های نوین و بازطراحی پیام‌های رسمی مطابق با ذائقه نسل‌های جدید، به ترمیم شکاف داخلی و افزایش اقناع کمک می‌کند.

o     گذار از راهبردهای صرفاً امنیتی به رویکردهای همکاری‌محور در غرب آسیا، امکان بازسازی اعتماد منطقه‌ای و کاهش اصطکاک ژئوپلیتیکی را فراهم می‌سازد.

o     پایش مستمر روندهای اجتماعی-نسلی و گنجاندن یافته‌های آن در سیاستگذاری فرهنگی می‌تواند از فرسایش سرمایه نمادین جلوگیری کند.
