ارائه چارچوبی برای مطالعه شگفتی‌سازهای نظامی- دفاعی پیش‌روی جمهوری اسلامی ایران

چکیده
یکی از دغدغه‌های اصلی تمامی سازمان‌های نظامی- امنیتی فرار از غافل‌گیری‌های ناشی از پدیده‌های شگفتی‌ساز و به حداقل رساندن هزینه‌های ناشی از این رویدادها از طریق پیش‌بینی دامنه وسیعی از آنها و کسب آمادگی برای مواجهه شدن با این شگفتی‌ها است. سوال اصلی پژوهش این است که مراکز مطالعاتی، فرماندهان و افسران نظامی کشور، چگونه می‌توانند قبل از غافل‌گیری، شگفتی‌سازهای مرتبط با حوزه فعالیت خود را درک، پیش‌نگری و مدیریت کنند. در این پژوهش عنوان شده است که افسران و کارشناسان تصمیم‌سازِ نظامی به دلیل خو گرفتن با فعالیت‌های روزمره و عادت کردن به رویه‌ها و روندهای جاری سازمان، قادر به دیدن بسیاری از شگفتی‌سازها نیستند، از این روی سازمان‌های نظامی ما نیازمند سازوکارهای متفاوتی برای استخراج و پیش‌بینی شگفتی‌سازهای حوزه کاری خود هستند. این پژوهش با تکیه بر روش مرور منابع و مطالعات کتابخانه‌ای پیشنهاد می‌کند که برای درک شگفتی‌سازهای نظامی در کشور نیازمند ترکیب روش‌های ذهن‌انگیزی، دلفی‌ غیرنظامی، پنل‌های تخصصی و پایش و پویش دائمی است. حاصل ترکیب این روش‌ها، چارچوبی بدست می‌دهد که می‌تواند بدین منظور کاربرد داشته باشد. این چارچوب در 6 گام شامل؛ کشف و شناسایی، تطبیق، برآورد، سناریوپردازی، پیامدپژوهی و ارائه راهبرد، تدوین و برای بهره‌برداری نیروهای مسلح جمهوری اسلامی ایران پیشنهاد شده است.
