Analysis of the process of defense diplomacy between the Islamic Republic of Iran and the Russian Federation at the bilateral level 2010-2035

Abstract
Objective: This article aims to analyze the defense diplomacy of the Islamic Republic of Iran with the Russian Federation in the years 2010-2035.
Methodology: This article is applied and uses a descriptive-analytical and qualitative approach. The first step, considering the qualitative approach, involved data analysis using a trend analysis method that also has an analytical and future research nature.
Finding: The research findings show that after the start of the Ukraine-Russia war and the erosion of the war, strategies have changed from one-sided tactics to two-sided tactics. Before the war, military activities were in the areas of weapons transfers, and educational and technical exchanges from Russia to Iran, but with the start of the war, Iran became the largest military supporter of the Russian Federation and contracts were made in the form of exchange.
Conclusion: Considering the trend analysis and strengthening of the Islamic Republic of Iran's defense diplomacy with the Russian Federation at the bilateral level, there are grounds for transforming the relations between the two countries from tactical to strategic partnership in the medium term.
