Identifying and Explaining the Criteria for Measuring the Competencies of Futuristic in Defense Organizations

Abstract
Objective: This study aims to identify and explain the criteria for measuring the competencies of futurists in defense organizations. Given the critical role of futurists in strategic decision-making, this research seeks to provide a comprehensive set of key indicators for evaluating their competencies.
Methodology: The research is applied-developmental with a mixed-method approach. The statistical population comprises two groups: 29 experts participated in field interviews, and 73 responded to a questionnaire. These experts have executive experience in strategic and managerial positions within the Ministry of Defense and Armed Forces Support. Data collection was conducted through library studies and field interviews. In the library section, document analysis and internet sources were used, while in the field section, semi-structured interviews were conducted. The integration of both methods resulted in extracting 58 indicators, which were assessed using a questionnaire. The data analysis was performed using SPSS and PLS software.
Findings: The study categorized the competencies of defense futurists into three main dimensions: general competencies (24 indicators), professional and specialized competencies (22 indicators), and ethical and behavioral competencies (12 indicators). Furthermore, the prioritization of indicators within each dimension was determined based on expert opinions.
Conclusion: These findings provide a foundation for developing competency evaluation models and educational programs for futurists in defense organizations
